This is good, and it is pleasing in the sight of God our Savior, who desires all people to be saved and to come to the knowledge of the truth. 1 Tim 2:3-4
... Just think along with me... If Paul had intended Timothy to do all the difficult , hard , troublesome pastoral work -why would he have gave an assurance that all can be saved? It would not have made sense if all have to be saved and yet ask Timothy to "pass it to faithful men"? Therefore this verse (v4) is simply a declaration of what is upon the heart of God - that yes! - that He loved each and everyone of men - elected or not. It serves more likely to be an encouragement to Timothy and his church that "at the name of Jesus every knee should bow, in heaven and on earth and under the earth, and every tongue confess that Jesus Christ is Lord, to the glory of God the Father." (Phil 2:10-11); hence he needs to do all the tough work -be it pastoral or correcting the false teachers.
